Oregon State Penitentiary had the need for a new behavioral health clinic to aid inmates with mental and behavioral illnesses, because of this addition these inmates are now allowed double the free time outside of their cells than previously with the help of treatment and classes this facility is able to provide. The facility was designed with the help of prison staff in a circular fashion with a central security space to safely move prisoners and promote safety for everyone in the facility. There are two physicians’ offices, a counselor’s office and four treatment classrooms to provide aid for the inmates. The interior and exterior finishes match the existing buildings on site to keep the old and new building looking uniform.

Offsite construction of this particular facility allowed the onsite time to be minimized from a 12- 16 month construction time frame to 28 days, the extensive reduction of on-site construction resulted in enormous savings. With the extreme security protocols related to delivering materials and tools in and out of the prison daily, checking all tools and materials in and out daily as well as counts and the paperwork that went with that took approximately 45 minutes twice a day, as well as background checks and orientation for all personnel on site. On top of that only tools in use were allowed out, all others were locked up until they were needed, all hand tools had to be taken home daily and checked out and back in the next day this made modular construction the obvious choice for this project as it is the only option that decreases site time drastically. The accelerated completion schedule over “site built” not only saved cost, but dramatically reduced the disruptions to daily activities inside the prison and added to the safety of security officers and administrative professionals. Successful use of offsite construction for this project has lead Oregon State Penitentiary to look into using this method on future projects and additional facilities.
